  1. The Licensed Land Surveyors Act and the LLS Regulations 1959 provide for suitably qualified person other than Government Surveyors to undertake survey for title. The qualifications of these persons are given in Section 9 of the Act. Sections 21 (2) (a) empowers the Land Surveyors Board to "prescribe the conditions under which persons desirous of becoming licensed land surveyors may so qualify". These conditions are necessary in the Government ' s interest because of the Government's guarantee of title in the Malaysian system of Land Registration.

  2. This paper details the requirements and procedure for registration as a licensed land surveyor. In doing so, it is hoped that this paper would serve as a guide to would-be aspirants to the profession.

  3. Section 9 (1) of the Act states that. every person shall be entitled to have his name placed upon the Register upon making application to the Board and proving to the satisfaction of the Board that:

    1. he has attained the age of twenty-one years and is of good character ; and
      • he has obtained the prescribed Certificate of Competency issued by the Board after passing the prescribed examinations, or
      • he has passed a professional examination recognised by the Board as carrying exemption from the Board's examinations and has passed such further examination and has completed such further period of training in the States of West Malaysia on the Republic of Sinagapore as the Board may prescribe ; and
    2. he has made a declaration in the form and manner prescribed in the Schedule to this Act;and
    3. he has paid the prescribed registration fee; and
    4. he has not had his name struck off the register and is not under suspension from practice under the provisions of section 16 or 17 of this Act.
                  
  4. Section 9(1)(b) of the Ordinance provides only two ways whereby a person can be registered. Firstly, he can be registered by passing the Board's examinations or examinations accepted by the Board and obtaining a Certificate of Competency. Parts III and IV of the Regulations spelt out in detail how this could be done.
  5. Alternatively, he can be registered by passing a professional examination recognised by the Board and satisfying such further conditions as may be required. This second method is of interest to graduates holding degrees in land surveying and it is this that forms the subject matter of this paper.
